जागरण ब्यूरो, नई दिल्ली। केंद्रीय कर्मचारियों से जुड़े श्रम संगठनों ने सातवें वेतन आयोग की रिपोर्ट के खिलाफ मोर्चा खोल दिया है। केंद्रीय कर्मचारियों के अधिकारों के लिए लड़ने के लिए विभिन्न यूनियनों व महासंघों के मेल से बनी संस्था-नेशनल ज्वाइंट काउंसिल (एनजेसीए) ने रिपोर्ट के विरोध में 27 नवंबर को काला दिवस मनाने तथा राष्ट्रव्यापी प्रदर्शन का एलान किया है।
एनजेसीए के सचिव शिवगोपाल मिश्रा ने बयान में सातवें वेतन आयोग की रिपोर्ट को एकदम वाहियात और कर्मचारियों के हितों के विरुद्ध बताया। उन्होंने कहा रिपोर्ट खास तौर पर इसलिए और भी आपत्तिजनक है क्योंकि जहां पीएसयू व बैंकों का वेतन पांच साल में पुनरीक्षित होता है वहीं केंद्रीय कर्मचारियों का वेतन पुनरीक्षण दस साल में होता है।
इसके बावजूद आयोग ने यूनियनों की एक बात नहीं सुनी है। एक तो न्यूनतम वेतन महज 18 हजार रखा गया है, उस पर न्यू पेंशन स्कीम, जीपीएफ, सीजीईआइजीएस आदि की कटौतियां लागू की गई हैं जिनसे वास्तविक वेतन ऋणात्मक बनेगा।
जनता को 23.5 फीसद की वृद्धि कहकर गुमराह किया जा रहा है। जबकि वास्तविक बढ़ोतरी केवल 14.29 फीसद की बनती है। न्यूनतम वेतन महज 18 हजार रखा गया है, जबकि सचिव स्तर के अधिकारियों का वेतन सवा दो लाख और कैबिनेट सचिव का वेतन ढाई लाख रुपये कर दिया गया है।
इस तरह न्यूनतम व अधिकतम वेतन के बीच लगभग चौदह गुने का अंतर हो गया है। जबकि काउंसिल ने आयोग को इस अंतर को आठ गुना से ज्यादा न रखने की सलाह दी थी। हाउस रेंट एलाउंस की दरें घटा दी गई हैं और अनेक अन्य भत्तों को खत्म करने की सिफारिश की गई है। केंद्रीय कर्मचारी पूरी तरह क्षुब्ध हैं।

How to calculate pay in 7th pay Commission

We here illustrate the method through easy 6 Steps to calculate our 7th CPC New Pay and Allowances to know your self

Lat us Assume you are drawing Grade Pay Rs.4200 and Pay in the Band Pay Rs.12110

To calculate your Basic Pay and Allowance follow the steps given below.

Step-I

Calculate your sixth CPC basic Pay 
( Grade Pay + Band Pay) = 4200+12110= 16310

Step-II

Multiply the above figure with 7th CPC Fitment Formula 2.57
16310 x 2.57 = 41916.70 . ( Paisa to be rounded off to the nearest Rupee)
The Ans is = Rs.41917

Step-III

Match this Answer with Matrix Table ( Given Below) Figures assigned in Grade Pay column Rs.4200

There is no matching figure we arrived above in this matrix, so the closest higher figure assigned in the Grade Pay column can be chosen ie is Rs. 42300

So , Rs 42300 is your New 7th CPC Basic Pay

Step-IV

Identify your HRA [ See : 7th Pay commission recommendation on HRA]

HRA has been revised as 24%, 16% and 8% for 30% , 20% and 10% respectively

So if you are in 30% HRA Bracket, your HRA in 7th CPC is 24% vis versa.

Let us assume now you are in 30% HRA bracket, your revised HRA is 24%

Find the 24% of the Basic Pay = 42300 x 24/100 = 10152

Your HRA is Rs.10152

Step-V

Identify your TPTA (Transport Allowance)

7th CPC Recommends Transport Allowance for three Category of Employees for Two Types of Places

If you are living in A1 and A classified cities (See the List of 19 cities classified as A1 and A cities) you will be entitled to get higher TPTA rates

7th cpc TPTA Transport Allowance

And since your Grade Pay is 4200 you fall in Second category

ie Grade Pay 2000 to 4800 – Rs 3600+DA

Your TPTA is Rs. 3600/- (DA is Nil as on 1.1.2016)

Step-VI

(Sine DA will be Zero from 1.1.2016 So no need to calculate the DA to calculate 7th Pay and Allowances from 1.1.2016)

Your revised 7th CPC Grass pay as on 1.1.2016 = Rs.56052.

The Payment of Bonus (Amendment) Bill, 2015 to

NEW DELHI: The Cabinet decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

"The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here," a source said after the Cabinet meeting.

The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.

The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.

At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.

This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of assurances given by the Centre after 10 central trade unions went on one-day strike on September 2.

The government had hinted at meeting workers' aspirations on nine out of 12 demands submitted by the unions.

WB State Government Employees are allowed to visit neighbouring countries under LTC scheme
It was much discussed proposal by the central government employees for the past few months. The central government said earlier that there was a proposal under consideration to allow central government employees to visit foreign countries under LTC Scheme once in their service period.
But now the West Bengal government came forward and announced first that it decided to allow the benefits under LTC Scheme to the State Government employees of west Bengal to visit neighbouring countries . According to the order issued by WB government it has been decided that the government employees of WB are entitled for One LTC once in ten years to visit any place in the neighbouring countries, namely, Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives once in ten years. It is indeed good news for entire government employees irrespective of State and Central, since it has to be extended to all other state and central government employees soon.

MEMORANDUM
At present the State Government employees may avail themselves of the benefit of Leave Travel Concession once in service career during the period of five years preceding the actual date of retirement on superannuation for the following kinds of journeys, subject to the conditions as in this department’s Memo Nos. 9924-F dt. 07.12.2005 and 607 -F dt. 20.01.2006.
1. For journeys to respective home town and back, provided the home town is different from the place of posting; and
2. For journeys to any place of India and back.
The employees who have been duly permitted to retire voluntarily are also allowed to avail of the above benefit before their such retirement.
The present provisions of admissibility of Leave Travel Concession have been under consideration for review for sometime past.
Now, after careful consideration of the matter, the Governor has been pleased to decide in partial modification of this department Memo. No. 9924-F dt. 07. 2.2005 read with Memo. No. 607-F dt. 20.01.2006 to allow the following benefits to the State Government employees instead of journeys on LTC as mentioned at (2) above.
(a) One Home Travel Concession once in every five years to visit any place within the State;
(b) One LTC once in ten years to visit any place in the neighbouring countries, namely, Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives or within the Country.
Conditions for admissibility of the same in case the spouse of the Government employee is also employed will be as follows:-
(i) If the spouse of the Government employee is also a State Government employee, the benefit can be availed of either by husband or wife as a one family unit and in that case undertaking shall be submitted by the other that no such claim will be preferred from his/her office and this should be recorded in his/her Service Book.
(ii) If the spouse of the State Government emploee is employed in Central/Central PSUs/Corporation/Autonomous Body, the benefit can be availed of either by the husband or wife employed under the State Government as one family unit from the State Government provided no benefit of LTC can be availed of by the other from the Central/Central PSUs/Corporation/ Autonomous Body and in that case letter from the employer there in this respect that he/she has given such undertaking there shall be produced before avaiiing of the above benefit.
(iii) If the spouse of the State Government employee is employed in the State PSUs/Corporation/Non-Government aided Institutions/Autonomous Body where facility of LTC does not exist, the spouse of the Government employee may avail of this benefit along with the Government employee a a member of the family on the condition that declaration to his/her controlling authority shall be furnished that in future he/she will not enjoy the benefit of LTC, if the same is extended in the organization/institution as above in future.
Other conditions regarding admissibility of the benefit wil be as in Finance Department Nos.9924-F dt. 07.12.2005 and 607-F dt. 20.01.2006. For the pupose of vailing of LTC in foreign countries as mentioned at SI. No. (b) above, the same can be availed of by air in economy class from the nearest international airport of the country on the condition that journeys will have to be performed either by national carrier or private airlines of the country. The part of the journeys to and from the airport will be as per provision in the existing orders.
For journeys in the foreign countries as mentioned above orders issued by the P&AR Department are also to be followed.
This will take effect from 01.11.2015.

CENTRAL GOVERNMENT EMPLOYEES NEWS: CENTRAL GOVERNMENT EMPLOYEES LIKELY TO GET 30-DAY BONUS IN FESTIVE SEASON - New Delhi: Ahead of the festival season, the government is likely to give an ad-hoc bonus of up to Rs 3,500 to Group C central government employees and personnel of the armed and para military forces.

The government may sanction grant of non-productivity linked bonus (ad-hoc bonus) equivalent to 30 days emoluments for the accounting year 2015-16 to the central government employees (Group C) and the notification in this regad will be issued next week, a senior official of Finance Ministry said.

“Since the election code of conduct for Bihar Assembly polls is in force, but announcement of bonus a routine administrative matter for which permission of the Election Commission not required to go ahead with,” he added.

“The limit for bonus is Rs 3,500,and the bonus will also be given to all non-gazetted employees in Group B, who are not covered by any productivity- linked bonus scheme,” he also told us.

The payment will also be admissible to the central Police and para-military personnel and personnel of armed forces.

Grade Pay in 7th pay Commission

HRA IN SEVENTH PAY COMMISSION

New Delhi: The Seventh Pay Commission is likely to propose to increase House Rent Allowance (HRA) of central government employees, besides their basic salaries.

By giving House Rent Allowance hikes, the Pay Commission is likely to seek to encourage property owners to rent out their properties, reduce the shortage of dwellings and to provide ‘housing for all central government employees’.

Besides the basic salary, a large portion of central government employees’ salary is the House Rent Allowance; some changes will be made in that category this time.

Instead of the existing three areas for house rent, four are likely to be created. ‘X’ class cities Ahmedabad, Bangalore, Chennai, Delhi, Hyderabad, Kolkata, Mumbai and Pune, where employees will get 40 percent of their basic salary as House Rent Allowance (HRA), increasing from the existing 30 percent.

Employees posted at ‘Y’ class cities covers near about 90 stations, will receive 30 percent of basic salary, instead of the existing 20 percent.

जिस प्रकार अखबार वाले ये अनुमान लगा रहें है । की 7 वाँ वेतन आयोग केन्द्रीय कर्मचारियों के वेतन में 15 - 20 % बढ़ोतरी करेगा ।

इस हिसाब से तो केंद्रीय कर्मचारियों के साथ छलावा है ।

उदाहरण के लिए

अभी आपका बेसिक वेतन है 8730/
डी ए  119% =  10389/
HRA  20%  =  1746/
TA    400    =    857/

TOTAL        21722  /

अगर सरकार 50% DA बेसिक में मर्ज कर देते तो

8730 + 4365 = 13095
बेसिक  - 13095
DA  69% - 9035
HRA 20% - 2619
TA   800 - 1800 ( क्योकि बेसिक 9800 के बाद TA डबल हो जाता है)

TOTAL    26549 /

पूरा वेतन  पहले वाला - 21722
50% DA मर्ज के बाद वेतन - 26549

26549-21722 = 4827

अब वेतन आयोग के हिसाब से 15% बढ़ोतरी
21722×15÷100 = 3258
21722×20÷100 = 4344
21722×30÷100 = 6516

अगर सरकार हमारी बेसिक में ही DA का 50% मर्ज कर दे तो हमे 20% से ज्यादा वेतन मिलेगा ।

केंद्रीय कर्मचारियों को 10 साल में एक बार वेतनमान मिलता है । उसमे भी अगर 15-20% वेतन बढे तो ये छलावा ही है ।
